N <br />I N C <br />MEMORANDUM <br />NORTHWEST ASSOCIATED CONSULTANTS <br />COMMUNITY PLANNING - DESIGN - MARKET RESEARCH <br />TO: Little Canada Planning Commission <br />FROM: Stephen Grittman <br />DATE: September 7, 1999 <br />RE: <br />FILE NO: <br />C r <br />-tr4513 <br />Little Canada - Masterpiece Homes <br />Jackson /Bryan Street Concept Plan <br />758.09 - 99.28 <br />0 <br />Gordie Howe of Masterpiece Homes has submitted a concept plan for the development <br />and redevelopment of parcels along Little Canada Road and Jackson Street. The site <br />currently contains three existing houses which front directly on Little Canada Road and a <br />larger open parcel along Jackson Street. The proposal consists of a new road which <br />divides the property, extending from the a new intersection with Little Canada Road on the <br />south to the Jackson Street/Bryan Street intersection. A second option would cul -de -sac <br />the street without access to Jackson Street. Both of the proposed development plans <br />contain 35 units, including 17 twin homes and a single unit. A park of about 0.9 acres is <br />located at the north end of the property between the new development and the existing <br />single family homes along Jackson. <br />Surrounding land uses include multiple family to the east, single family residential to the <br />north and west, and commercial land uses to the south and south west. The existing <br />zoning on the property is B -3, General Business along Little Canada Road, and R -1 on the <br />north half of the property. The Comprehensive Plan suggests a mixed use approach along <br />Little Canada Road, with transitional land uses to protect the existing single family <br />neighborhoods. <br />The purpose of concept plan review is to give the developer an indication of the issues <br />which will need to be addressed in a full plat or zoning review.
