N I N C MEMORANDUM NORTHWEST ASSOCIATED CONSULTANTS COMMUNITY PLANNING - DESIGN - MARKET RESEARCH TO: Little Canada Planning Commission FROM: Stephen Grittman DATE: September 7, 1999 RE: FILE NO: C r -tr4513 Little Canada - Masterpiece Homes Jackson /Bryan Street Concept Plan 758.09 - 99.28 0 Gordie Howe of Masterpiece Homes has submitted a concept plan for the development and redevelopment of parcels along Little Canada Road and Jackson Street. The site currently contains three existing houses which front directly on Little Canada Road and a larger open parcel along Jackson Street. The proposal consists of a new road which divides the property, extending from the a new intersection with Little Canada Road on the south to the Jackson Street/Bryan Street intersection. A second option would cul -de -sac the street without access to Jackson Street. Both of the proposed development plans contain 35 units, including 17 twin homes and a single unit. A park of about 0.9 acres is located at the north end of the property between the new development and the existing single family homes along Jackson. Surrounding land uses include multiple family to the east, single family residential to the north and west, and commercial land uses to the south and south west. The existing zoning on the property is B -3, General Business along Little Canada Road, and R -1 on the north half of the property. The Comprehensive Plan suggests a mixed use approach along Little Canada Road, with transitional land uses to protect the existing single family neighborhoods. The purpose of concept plan review is to give the developer an indication of the issues which will need to be addressed in a full plat or zoning review.
