The allowable uses in the 8 -1 District are <br />similar in nature to the R -8 District The primary differences are that all commercial <br />activities in the R -8 District require Conditional Use Permits, whereas the 8 -1 District <br />permits Barber shops, Beauty Parlors, Convenience Stores, and Laundromats as permitted <br />uses. Other 8 -1 commercial uses require Conditional Use Permits. <br />The other primary difference is that the R -8 District allows residential uses which are not <br />allowed in the B -1 District. Since the land use plan for the site directs low density <br />residential uses, the 8 -1 would require a change to the plan language. The 8 -1 District <br />would zone out the possibility of residential re -use. Moreover, more active commercial <br />uses (such as convenience store) may be less compatible with the surrounding residential <br />neighborhood, given traffic, hours of operation, and lighting.
