As the Zoning Administrator has noted in her 'raport, the City's'method of <br />'calculating parking requirements changed in -1980, when the Ordinance went to a use - <br />based requirement, rather than adistrict -based requirement. The example given in that <br />report illustrates the problems with a district -based standard, and no other ordinances that <br />1 am aware of use that method any longer. . • <br />We utilized three primary sources for our research. The first was.an American Planning <br />Association report which provides a quite. comprehensivesummary of parking ordinances <br />from around the country. Asmentioned above, all of the ordinances are use based. Some <br />rely on square footage of buildings,.arid some.rety on employee counts. Little Canada's <br />ordinance utilizes a combination of the two, as do 'Many other metro area ordinances. <br />Other ordinances which we have on the Were also reviewed in summary to note if the <br />standards applied are significantly differerent, as a whole, than the standards used by Little <br />Canada. Finally, we utilized a study compiled by the Institute of Transportation Engineers <br />which examined actual parking demand of various 'uses.. The data in this report is <br />• provided on square footage, and employee counts, where applicable. Some of the ITE <br />data is based an.reiatively few studies. <br />Finally, rather than review every land use for which the Ordinance has a requirement, we <br />chose a few uses which generate the most•common analysis, or which have been the <br />• subject of the greatest concem.
