Hanson, City Administrator <br />DATE: September 17, 1999 <br />RE: Precision Tree Property Acquisition <br />Schreier Property Acquisition <br />Attached is the proposed purchase agreement for acquisition of the Precision Tree property at 2929 Country <br />Drive. This agreement will be executed by the owners prior to Wednesday's meeting. I would recommend the <br />Council do the same. (The City Attorney has reviewed this agreement.) <br />Also attached are two draft purchase agreements for acquisition of property owned by Richard Schreier. The <br />first is for the triangular piece on the south side of Owasso Blvd. in the vicinity of Spruce Street. The second is <br />on the northwest corner of Spruce Street and Owasso Blvd. These purchase agreements need to be approved by <br />Mr. Schreier and his associates. These also need to be reviewed by our City Attorney. <br />Precision Tree is interested in the triangular piece. I have asked them to put together a sketch indicating how <br />they would develop this site. I have also informed them that they would need to comply with the I -P <br />construction requirements and present us with a plan for suitable screening. In the event Precision Tree does <br />not located at this site, it may also have value to us as a future location for a Public Works building. (This has <br />been discussed in the past as a future project. With limited land availability, the Council may want to consider <br />acquiring the site at this time to provide for that possibility.) <br />The northwest corner of Owasso Blvd. and Spruce Street is of interest to at least two private parties. In this <br />case, the City would facilitate the acquisition and transfer of the property to one of the selected entities. It <br />would be my recommendation that we seek proposals for proposed development of this corner with the <br />understanding that the developer to be selected would take assignment of our purchase agreement. If we are not <br />successful in finding a developer that meets our objectives, then we would not proceed with the purchase. <br />I would like the Council to discuss these concepts at Wednesday's meeting and would like to obtain further <br />direction from you.
