Hanson <br />This proposal for a zoning code amendment is in response to the Public Works site <br />review that occurred during the Council workshop held on May 10, 1999. The workshop <br />reviewed several zoning compliance issues concerning Ryan Industrial Park along with <br />the Public Works Garage located at 3100 Country Drive. The Public works garage site <br />is zoned "P." The purpose of the "P ", Pubic /Semi Public District is to ensure City control <br />over those lands now used publicly or semi - publicly, by establishing City review <br />procedures in the event of a change in and use or activity. <br />This district permits public regulated buildings and structures necessary for the health, <br />safety and general welfare of the community. In addition it permits an accessory use of <br />the operation and storage of vehicles, equipment and machinery which are incidental to <br />permitted or conditional uses allowed in this district. However, it does not allow for <br />storage of materials necessary for the health, safety and general welfare of the <br />community (such materials would include sand /salt mix, gravel, millings, blackdirt, wood <br />chips, and class V materials). The outdoor storage of bulk quantities of materials is a <br />critical component in delivering essential safety, health and welfare services throughout <br />the year. These materials are used and stored in bulk quantities as needed throughout <br />the winter and summer seasons. <br />City staff is recommending an amendment to the zoning code section 920.040 to <br />include the following use as an addition to the current conditional uses. <br />902.040 Conditional Uses: <br />Open and outdoor storage of materials as an accessory use to a municipal maintenance <br />facility, provided that: <br />1. The storage area is fenced and screened from view of neighboring residential uses <br />and /or local public right -of -way in compliance with Section 903.020.G if this <br />Page 39 <br />
