The property is currently zoned 1-1, Light Industrial, and includes a <br />stucco contractor ("Buetow") and Arcade Electric, a contractor which also operates a series <br />of self - storage warehouses on the site. The property is guided for low density residential <br />in the land use plan. The area is surrounded by single family residential land use to the <br />west, south, and east. The land to the north is in the City of Vadnais Heights, and is <br />adjacent to Interstate Highways 35E and 694. <br />The City's zoning ordinance includes three districts which allow low density residential as <br />permitted uses. These are the R -1, Single Family Residential District, the R -2, Medium <br />Density Residential District, and the R -B, Residential - Business Transition District. The R- <br />1 District permits single family homes as the predominant land use. There are other uses <br />allowed, primarily institutional and government services uses. The R -2 District permit <br />single and two- family homes (both of which would be "low density) and allows medium <br />density residential uses by Conditional Use Permit, including townhouses. The R-8 <br />District permits single and two family homes, and allows limited commercial uses by <br />Conditional Use Permit. <br />The existing uses in the subject area are allowed in the B -W, Business - Warehousing and <br />I -1, Light Industrial Districts. The rezoning consideration has been raised by a request for <br />outdoor storage, subsequently denied by the City Council based on a concern over <br />screening of the site from the surrounding public right -of -way and adjoining residential <br />neighborhood. The potential for constructing a storage structure was discussed, but it was <br />noted that the new land use plan encourages a return to low density residential uses, <br />consistent with the surrounding area.
