Right -Of -Way <br />It is my understanding that the theatre group considering a project near the intersection of <br />Little Canada Road and Rice Street has asked for Little Canada Road to be designed to a 4- <br />lane width. The current proposal by Ramsey County is to design a 2 -lane roadway with <br />appropriate turn lanes as needed. Ramsey County's projection for traffic 20 -years in the <br />future is approximately 10,000 trips per day. A 2 -lane road with the tum lanes as proposed <br />by Ramsey County can certainly handle 10,000 vehicle trips per day. Ramsey County has <br />proposed a right -of -way width of 80 -95 feet from a point just east of Market Place Drive to <br />Rice Street and 66 -feet in width from just east of Market Place Drive to County Road C. The <br />difference of right -of -way widths are caused by the concrete channelization and additional <br />turn lanes in the area west of Market Place Drive. If this design were changed to a 4 -lane <br />road but the channelization and turn lanes remain the same the right -of -way width would <br />need to be increased by approximately 14 -feet. In other words, the area east of Market <br />Place Drive to County Road C would require an 80 -foot wide right -of -way rather than a 66.. <br />foot wide. Another consideration for the City relative to this 4 -lane request would be the <br />increase construction cost. I believe the construction cost could be expected to rise by as <br />much as 30% for the additional 2- lanes. <br />If you have any questions or would like further information regarding any of these issues please <br />call. <br />Sincerely, <br />Howard R.
