Hanson <br />Email: eityhall @ci.little- canada.mn.us <br />TO: Mayor & City Council Members <br />FROM: Elizabeth Mursko, Zoning Administrator <br />DATE: October 20, 1999 <br />RE: Screening Issues relating to the Public Works Garage <br />The Pubic Works garage is located within the "P" zoning district and requires equipment <br />and materials to be screened from the public right -of -way and residential uses. The <br />Public Works Director has proposed a chain link fence with plantings on the North side <br />of the building. A roller gate could be constructed with either a wood or full steel panels <br />or another alternative is to use a smaller gauge steel mesh material to construct the <br />gate. Both of the above mentioned screening recommendations meet zoning code <br />requirements. I recommend that the Public Works Director use his discretion in <br />determining what screening materials could to be applied in this situation to meet the <br />needs of the Pubic Works Department. <br />Upon further research regarding the current designated wood chip pile location, I <br />discovered that this is a separate lot of record and is zoned within the Light Industrial "I- <br />1" zoning district. The City acquired this land through tax forfeiture for drainage <br />purposes and could not be sold with the Public Work Garage property in the future. <br />My recommendation is: <br />1. Establish an interim use clause within the Public "P" District to allow by permit the <br />specific use of open and outdoor storage of a wood chip pile to a maximum height of <br />fifteen (15) feet as a service to our citizens including the stipulation that this area <br />would not be screened from the public right of way or residential uses in the area to <br />deter dumping of unwanted materials in this area along with safety and access <br />reasons. This use would sunset upon the sale of the adjacent Public Works property <br />to the North of this parcel. <br />2. Rezone the two Parcels associated with City Use to Public "P. <br />3.
