The Administrator also noted that the County has other <br />issues with the Rice Street Phase II Project and the need for rights -of -way <br />acquisitions at the County Road C intersection. The Administrator stated <br />that the County needs to come up with a plan to fund the cost of easement <br />acquisitions without expecting cities to pay these costs. The <br />Administrator stated that the County is aware of the needs on Centerville <br />Road, but does not have funding to proceed with the project. <br />Keis asked about locating the trail on the west side of Centerville Road. It <br />was noted that that results in crossing issues to get people over to the parks <br />on the east side of the street. <br />The Director stated that his hope would be that Montreal Courts would <br />grant the City an easement at no cost given the benefit to its residents in <br />providing a safe means to get to Little Canada Road. <br />McGraw asked the Commissioners the criteria they used for ranking these <br />parks and trail improvements. He asked if the likelihood of being able to <br />accomplish the project within the next couple of years was a factor. <br />Maida stated that the criteria that he used the service that the project <br />would provide to the community. Maida pointed out that the Commission <br />did not have a dollar value for each of the projects when they did their <br />ranking, therefore, it was difficult to determine how quickly the project <br />could be completed. <br />Keis noted that the projects total $2.5 million and asked, on average, how <br />much the City spends on parks and trail projects each year. Keis <br />commented that he has not thought about what the City might be willing <br />to spend on a regular basis on these types of projects. He noted the range <br />in costs for the various projects on the list, noting that it may take two <br />years of funding to do one of the larger projects. Heikke agreed that it <br />may take a couple years of City funding as well as grant money and /or <br />participation from a non - profit to get the larger projects done. Heikke <br />stated that in prioritizing the project list, he considered the highest needs <br />and what would be best for the community. Sanders stated that it might be <br />ambitious to even consider getting one project done per year. He noted <br />that this is the general priority order. Sanders also noted that some of the <br />projects are tied to street projects and would be dependent on when the <br />street project moves forward. <br />McGraw asked if consideration was given to completing trail projects that <br />have been started. The Commissioners replied that that consideration was <br />given. Maida noted that completing the Water Works Trail has been held <br />up in an effort to get grant dollars. However, the City's grant application <br />has been denied two years in a row. <br />3 <br />
