Hanson <br />Email: cityhall @ci.little- canada.mn.us <br />MEMORANDUM <br />TO: Mayor Fahey and Members of the City Council <br />FROM: Kathy Glanzer, Deputy Clerk <br />DATE: November 4, 1999 <br />RE: Proposal for Safety Policies and Training - SafeAssure <br />The City of Little Canada is mandated by OSHA to have written safety programs in a <br />number of areas as well as to provide annual training to employees. The City does have a <br />Safety Committee; however, the task of writing safety policies specific to our City as <br />well as arranging for the mandated training has proved to be difficult. While sample <br />policies are available, these policies must be specific to individual cities' operations. <br />Also, the mandated training is not currently being provided by any government entity <br />such as the League of Minnesota Cities or Government Training Services. <br />Attached is a proposal from SafeAssure to handle all of the City's needs with regard to <br />OSHA— mandated safety policies and training. They also conduct simulated OSHA <br />inspections of the City's facilities to identify any deficiencies and make <br />recommendations for corrections. SafeAssure is currently providing this service to many <br />cities in the metro area. In checking with some of the cities that work with SafeAssure, <br />all have been satisfied with the service provided. <br />As you can see from SafeAssure's proposal, they are quoting $3,275.00 for the first year <br />of service if the City forms a group with two other cities. The cost - savings results in that <br />monthly training sessions are alternated between the three cities, for example, one month <br />Falcon Heights and Lauderdale employees would come to Little Canada for training, and <br />the next Little Canada would go to one of the other cities. <br />During the first year of service, SafeAssure will have written the required policies and <br />have gone through one round of mandated training, as well as done the simulated -OSHA <br />inspections. Subsequent years will include keeping policies updated, continuing with <br />training as well as inspections. SafeAssure has indicated that the cost of the second and <br />subsequent years of service has typically been 25% less than the first year. <br />It is the recommendation of the Safety Committee that the City contract with SafeAssure <br />at a cost of $3,275. <br />Page 104 <br />
