Fence and Screening Requirements <br />The zoning code requires this area to be fully screened from the public right -of way. The <br />site plan shows a chain -link fence established in the front yard of the building. The <br />applicant has agreed to slat the fence in the front yard to meet screening requirements. <br />This fence must be at least fifteen (15) feet from the street surface to meet these <br />guidelines along with a "No Storage" zone within the required front yard (forty feet from <br />property line). <br />Storage Area Surfacing <br />The surfacing material for the storage area as indicated on the site plan is blacktop. <br />Off- Street Parking Requirements <br />The zoning ordinance requires the off - street parking area of five (5) or more vehicles <br />including associated drives to be paved with but not limited to, asphalt, bituminous or <br />concrete in order to control dust and drainage. This property has two parking categories: <br />Other use (Special Projects): (1) space for each employee (3) <br />(1) space for each 1,000 sq. ft. (4) <br />Total required parking spaces for property: 7 parking total spaces <br />The "Other Uses" category is used in this case as the use is not specifically mentioned in <br />the zoning code and is determined on an individual basis by the City Council. Factors to <br />be considered in such determinations include: size of building, type of use, number of <br />employees, expected volume an turnover of customer traffic and expected frequency and <br />number of delivery or service vehicles. City staff has included type of building use and <br />number of employee's as there is very little customer traffic at this property in the above - <br />mentioned calculations. <br />The current site plan indicates that seven (7) parking spaces will be established in the front <br />yard. The parking area is surfaced with blacktop. <br />RECOMMENDATION <br />Based on the information discussed in this report, staff recommends approval of the <br />proposed conditional use permit (CUP) application for an exterior storage as an accessory <br />use provided the following conditions are met: <br />1. The equipment and materials storage areas as defined in this report and as shown on <br />the site plan must be contained, maintained and arranged in a manner as to have a <br />well- organized and uncluttered appearance. <br />2. Junk, debris and other materials not approved, as part of this conditional use permit <br />shall not be stored in the designated storage areas. <br />Page 15 <br />
