Fence and Screening Requirements The zoning code requires this area to be fully screened from the public right -of way. The site plan shows a chain -link fence established in the front yard of the building. The applicant has agreed to slat the fence in the front yard to meet screening requirements. This fence must be at least fifteen (15) feet from the street surface to meet these guidelines along with a "No Storage" zone within the required front yard (forty feet from property line). Storage Area Surfacing The surfacing material for the storage area as indicated on the site plan is blacktop. Off- Street Parking Requirements The zoning ordinance requires the off - street parking area of five (5) or more vehicles including associated drives to be paved with but not limited to, asphalt, bituminous or concrete in order to control dust and drainage. This property has two parking categories: Other use (Special Projects): (1) space for each employee (3) (1) space for each 1,000 sq. ft. (4) Total required parking spaces for property: 7 parking total spaces The "Other Uses" category is used in this case as the use is not specifically mentioned in the zoning code and is determined on an individual basis by the City Council. Factors to be considered in such determinations include: size of building, type of use, number of employees, expected volume an turnover of customer traffic and expected frequency and number of delivery or service vehicles. City staff has included type of building use and number of employee's as there is very little customer traffic at this property in the above - mentioned calculations. The current site plan indicates that seven (7) parking spaces will be established in the front yard. The parking area is surfaced with blacktop. RECOMMENDATION Based on the information discussed in this report, staff recommends approval of the proposed conditional use permit (CUP) application for an exterior storage as an accessory use provided the following conditions are met: 1. The equipment and materials storage areas as defined in this report and as shown on the site plan must be contained, maintained and arranged in a manner as to have a well- organized and uncluttered appearance. 2. Junk, debris and other materials not approved, as part of this conditional use permit shall not be stored in the designated storage areas. Page 15
