Fence and Screening Requirements The zoning code requires this area to be fully screened from the public right -of way. The site plan shows a chain -link fence gate established in the front assess aisle. The applicant has agreed to install slats in this gate to fully screen the bus storage and trash dumpster. Storage Area Surfacing The established surfacing material for the bus storage area is Class V. This is an acceptable surfacing material for this area. Off- Street Parking Requirements The zoning ordinance requires the off- street parking area of five (5) or more vehicles including associated drives to be paved with but not limited to, asphalt, bituminous or concrete in order to control dust and drainage. This property has one parking category: Other use (Transportation Terminal): (1) space for Bus Driver Employees (75) (1) space for each employee at Terminal (6) Total required parking spaces for property: 81 parking total spaces The "Other Uses" category is used in this case as the use is not specifically mentioned in the zoning code and is determined on an individual basis by the City Council. Factors to be considered in such determinations include: size of building, type of use, number of employees, expected volume an turnover of customer traffic and expected frequency and number of delivery or service vehicles. City staff has included type of building use and number of employee's as there is very little customer traffic at this property in the above - mentioned calculations. There are two parking areas indicated on the site plan. The parking area closest to the principal building (eight (8) parking spaces) will be surfaced with blacktop in Fall 1999. The applicant is requesting that rear parking area (seventy -five (75) parking spaces) be surfaced with blacktop in spring of 2000. RECOMMENDATION Based on the information discussed in this report, staff recommends approval of the proposed conditional use permit (CUP) application for an exterior storage as an accessory use provided the following conditions are met: 1. The equipment and materials storage areas as defined in this report and as shown on the site plan must be contained, maintained and arranged in a manner as to have a well- organized and uncluttered appearance. 2. Junk, debris and other materials not approved, as part of this conditional use permit shall not be stored in the designated storage areas. Page 4
