Fence and Screening Requirements <br />The zoning code requires this area to be fully screened from the public right -of way. The <br />site plan shows a chain -link fence gate established in the front assess aisle. The applicant <br />has agreed to install slats in this gate to fully screen the bus storage and trash dumpster. <br />Storage Area Surfacing <br />The established surfacing material for the bus storage area is Class V. This is an <br />acceptable surfacing material for this area. <br />Off- Street Parking Requirements <br />The zoning ordinance requires the off- street parking area of five (5) or more vehicles <br />including associated drives to be paved with but not limited to, asphalt, bituminous or <br />concrete in order to control dust and drainage. This property has one parking category: <br />Other use (Transportation Terminal): (1) space for Bus Driver Employees (75) <br />(1) space for each employee at Terminal (6) <br />Total required parking spaces for property: 81 parking total spaces <br />The "Other Uses" category is used in this case as the use is not specifically mentioned in <br />the zoning code and is determined on an individual basis by the City Council. Factors to <br />be considered in such determinations include: size of building, type of use, number of <br />employees, expected volume an turnover of customer traffic and expected frequency and <br />number of delivery or service vehicles. City staff has included type of building use and <br />number of employee's as there is very little customer traffic at this property in the above - <br />mentioned calculations. <br />There are two parking areas indicated on the site plan. The parking area closest to the <br />principal building (eight (8) parking spaces) will be surfaced with blacktop in Fall 1999. <br />The applicant is requesting that rear parking area (seventy -five (75) parking spaces) be <br />surfaced with blacktop in spring of 2000. <br />RECOMMENDATION <br />Based on the information discussed in this report, staff recommends approval of the <br />proposed conditional use permit (CUP) application for an exterior storage as an accessory <br />use provided the following conditions are met: <br />1. The equipment and materials storage areas as defined in this report and as shown on <br />the site plan must be contained, maintained and arranged in a manner as to have a <br />well- organized and uncluttered appearance. <br />2. Junk, debris and other materials not approved, as part of this conditional use permit <br />shall not be stored in the designated storage areas. <br />Page 4 <br />
