N4CNORTMWEST ASSOCIATED CONSULTANTS <br />MEMORANDUM <br />TO: Little Canada Mayor and City Council <br />FROM: Stephen Grittman <br />DATE: April 23, 1999 <br />RE: Little Canada - Architectural Guidelines Amendments <br />FILE NO: 758.10 <br />Staff is recommending two amendments to the Architectural Guidelines relating to (1) <br />the threshold for projects subject to the Guidelines, and (2) the timing for submissions to <br />the Planning Commission. <br />1. Value Threshold. Currently, the Process section of the Architectural Guidelines <br />states the following: <br />"All developers of property, including any new development, <br />redevelopment exceeding 50 percent of the estimated market value (EMV) <br />of the property, or new building of any type in the district will be subject to <br />the Design Review guidelines." <br />Staff proposed to change this language to 50 percent of the EMV of the building, <br />exclusive of the land value component of the EMV. These values are kept separately <br />by the County. The rationale for this change is that the building is what is triggering the <br />need for architectural review. For some parcels, the value of the land in the district may <br />be high enough to override this clause, even though substantial changes may be <br />proposed to under - valued buildings. This change will avoid such a problem. <br />2. Submission Date. In the same section, the guidebook states that submissions <br />for architectural review are due ten days prior to the date of a Planning Commission <br />meeting. Recently, the submission date for other zoning applications has been set at <br />seventeen days prior to the Planning Commission meeting. Since design review is <br />concurrent with other zoning reviews, staff is suggesting the following change to be <br />Page 166 <br />
