• Community Education — NSP and League of Minnesota Cities Y2K
presentation is showing three times per day on the cable channel. We will be
publishing newsletter articles and conducting neighborhood informational
meetings. State brochures will be distributed to businesses and citizens.
• City Hall will be staffed on December 31, 1999 from 8:00 am to 1:00 am on
January 1, 2000. The City will develop a list of hot line numbers to pass
along to residents and /or callers during those times. Public Works schedule
has not been determined. The schedule will be based on preparedness plans
after the city equipment assessment process is completed.
• GPS event — On August 21, 1999, the GPS internal clock will run out of
memory and will reset itself. Some GPS systems will work and others will fail.
Some pagers and cell phone use the GPS satellite system for services that
could effect the communication relay system. The City of Little Canada will
evaluate their system prior to this date.
6. Greg Schroeder — Public Works Department
• The Public Works Dept. is in the process of purchasing and installing a
standby generator at the booster station. The booster station pumps water to
the water tower.
• Connection for a generator was installed in water tower by Ramsey County to
power their antennas and our watering metering system.
• The water tower system could have a manual back -up system by assigning
personnel to booster station and water tower to monitor water level.
• County will check into getting Little Canada a generator for the water tower.
• The repeater system in the water tower (channel 3 system) is used for
communication between cities during an emergency. This system covers
about 75% of the county.
• Public Works Director has some concern about staffing snow plowing
coverage if needed on December 31, 1999 or January 1, 2000.
• City of Little Canada is dependent on City of St. Paul Water Utilities (Rice
Street Station) for water supply.
• Public Works Director is anticipating increased water usage in days before
12/31/99.
• The City will be adding a third pump at the booster station and updating
controls this fall.
• The City will develop an education program to instruct residents on how to
shut water off if power fails to prevent water line freezing.
Meeting was adjourned at 3:10 p.m.
Page 182
