N <br />NORTHWEST ASSOCIATED CONSULTANTS <br />INC <br />COMMUNITY PLANNING - DESIGN - MARKET RESEARCH <br />MEMORANDUM <br />TO: Little Canada Planning Commission <br />FROM: Stephen Grittman <br />DATE: March 8, 1999 <br />RE: Little Canada - U.S. West Wireless - Citgo Antenna Tower <br />FILE NO: 758.09 - 99.06 <br />US West Wireless has proposed to install a wireless antenna, tower, and ground <br />equipment on the Citgo station property at 300 E. Little Canada Road. Such facilities are <br />Conditional Uses in the B -3, General Business District. The proposal is to construct a <br />tower of 58 feet in height, under the maximum height allowed in the Business Districts. <br />The City's regulation of towers for wireless communications facilities includes provisions <br />that are intended to minimize the number of towers in the City by providing for <br />administrative approval of co- locations on existing towers, a preference for existing City <br />facility locations, and an allowance for location of antenna facilities on public utility <br />structures. <br />There are several conditions which apply to the location of any new tower, including a <br />certification that no existing structure is technically feasible for the application proposed. <br />The application packet includes a statement from a radio systems design engineer <br />indicating that the proposed site is technically feasible at a 55 foot height. However, the <br />statement does not refer to other potential locations, particularly the City's water tower <br />which is less than one half mile to the east of the proposed site. Verification that this or <br />other sites are not feasible is required to meet the conditions listed in the Zoning <br />Ordinance. <br />If the site is considered for approval, the ordinance also requires that ground equipment <br />is completely screened through the use of vegetation, or in some cases to be approved by <br />the City, other materials such as fencing.
