Hanson <br />Revised Planning Report Summary <br />TO: Mayor & Council Members <br />FROM: Elizabeth Mursko, Code Enforcement Officer <br />DATE: March 30, 1999 <br />RE: Little Canada —3101 Country Drive PUD Permit for Exterior Storage <br />Mr. Jerry Carle has applied for a PUD permit for open and outdoor storage of twenty - <br />five (25) — thirty -five (35) towed automobiles in the winter season as an additional <br />principal use at 3101 Country Drive. This property is currently zoned PUD. The PUD <br />district allows for an additional principal use for open and outdoor storage. <br />Mr. Jerry Carle has rented his property to Mr. George Stypa and Mr. Jared Gruett, <br />owners of Swift Towing, for a "trial period" before applying for the required permit. <br />Currently this property has approximately fifteen (15) impounded vehicles stored in the <br />rear of the property. (The Code Enforcement Officer approached the applicants <br />business in January of 1999 and Mr. Jerry Carle made application afterward.) <br />This property has several zoning code violations. The current zoning code violations <br />include: <br />• Towing Use was established without the necessary permits. <br />• Employee parking area and main associated driveways are not surfaced in <br />accordance with March 1983 CUP. (March 1983 CUP required that all driving <br />areas be surfaced with the dust -free material indicated on the site plan — <br />Class V was approved by Council.) Currently, the Class V material that has <br />been used in the past has not been maintained and is not adequately <br />achieving its purpose. Dirt from this business is continually being dragged <br />onto Country Drive. <br />• The employee parking area is not curbed, marked or identified an the east <br />&de of Country Drive. (per March 1983 CUP) <br />• The area currently being used as an impound lot is not paved with asphalt, <br />concrete, or other material approved by the City Council. (per this application) <br />• The south boundary area's screening does not meet zoning requirements. <br />(per amended November 1983 CUP) <br />Page 2 <br />
