M]NCITES
PLANNING COMMISSION
MARCH 11, 1999
questioned the aesthetics of that. Weisenberger agreed with Conlin's
comments that from an aesthetics standpoint, the Citgo site was better.
Keis stated that he understood that U.S. West has identified optimal
locations, but felt the City must encourage co- locations wherever possible
otherwise there will be towers all over.
Conlin reported that the pole U.S. West is proposing to construct would be
co- locatable for another carrier.
Montour pointed out the poles on Highway 36 and Edgerton as well as on
County Road D and LaBore Road. Conlin reported that the one on
Highway 36 and Edgerton is unconstructable. The pole on 694 and
LaBore is an U.S. West pole and covers the area of 394 and 35E going
north.
Carson noted the tower on the Donovan Construction property on South
Owasso Blvd. Weisenberger was not aware of this tower, and indicated
that he would check on it. Weisenberger reported that U.S. West ran a lot
of test towers around the area trying to identify the best location for this
fill -in tower. The Citgo Station site appears to be the best location at this
time.
The Commission asked if there was anyone from the general public
present wishing to comment on this proposal.
Don Smith, 334 Little Canada Road, stated that he did not want to see this
tower from his home. He noted that he already has to put up with the
illuminated signage from the gas station and he did not want a tower
added to this site. Smith suggested the antenna be co- located on an
existing tower.
Keis asked about locating the antenna on power poles.
Conlin reported that that has been considered. However, given the
spacing of the transmission lines. in the area, it would not be a safe
location to do this. Conlin reported that there has to be a minimum
separation of a 500 -foot radius between towers in order to provide for safe
zone for their personnel who will have to work in the area.
Keis indicated that he would like to see as few towers as absolutely
necessary. City staff was asked to provide U.S. West with the locations of
the existing towers within the City so that they can review these for the
possibility of co- locations.
Page 57
