Hanson <br />TO: Mayor & Council Members & Planning Commission <br />FROM: Elizabeth Mursko, Code Enforcement Officer <br />DATE: April 1, 1999 <br />RE: Temporary Trailer Permit <br />Mr. Frank Frattalone has submitted an application for the temporary use of a mobile <br />home as office space at the Fra -Dor location (3137 Country Drive). He is currently <br />looking for a new facility for the paving company and would like to use the office building <br />at 3137 Country Drive along with the temporary trailer for office space for the entire <br />upcoming 1999 - paving season. Mr. Frattalone is requesting the temporary trailer permit <br />to start April 1, 1999 and run through March 31, 2000. However, if this is not acceptable <br />he is requesting the permit to start April 1, 1999 and run through December 31, 1999. <br />The applicant has acknowledged that this trailer has been in place since August of last <br />year. <br />The code states that the City Council may grant a nonrenewable permit for the <br />temporary use of a mobile home as office space in an "1 -1" Zoning District for a period <br />not to exceed one (1) year. Mr. Frattalone is eligible to apply for this permit as his <br />property is zoned FUD with an industrial use. <br />I have discussed this issue with the Building Official, Greg Schmit, and he has informed <br />me that all buildings must comply with the Building Code requirements, particularly with <br />regard to fire separations, handicap accessibility, and restroom facilities. <br />Recommendation: <br />I recommend approval of the nonrenewable permit for the temporary use of a mobile <br />home as office space at 3137 Country Drive for the upcoming 1999 - paving season for a <br />time period not to exceed one year from application date. <br />Upon the nonrenewable permit approval by the City Council, the application /building <br />permit should be submitted and approved by the Building Official to ensure both city and <br />state standards are met.
