A.J. RYAN LANDSCAPE SUPPLY COMPANY, INC.
1851 Goodrich Avenue Saint Paul, Minnesota 55105
651 -699 -7013 E -mail: nryan @visi.com
March 9, 1999
Joel R. Hanson
City Administrator
City of Little Canada
515 Little Canada Road
Little Canada, MN 55117 -1600
RE: Fra -Dor Recycling
Dear Joel:
It was nice seeing you last week at the informal "neighborhood" meeting of Industrial Park
property owners. I had forgotten how passionate we all seem to feel about that small area of
Little Canada - an emotion that hasn't diminished over the years.
I won't be in town for the March 10 meeting but wanted to have my thoughts on record. Your
Memo states that under the proposed zoning permit Fra -Dor will remain at their location for ten
more years and then expected to cease operations there. I don't support that plan. I think the
variance should be reviewed at that time and if Fra -Dor has met the City's conditions for the
variance, it should be extended.
Is it not the intent of the City Council to encourage successful businesses to remain within the
City, in that they contribute to a sound economic and social climate? Why should a responsible
and productive business be forced to leave their present location as long as they maintain a
controllable, economically feasible business which provides jobs for some Little Canada residents
and brings tax revenue to the City? They shouldn't - and specifically when someone like Frank
has a proven track record with Frattalone Excavating. That is worthy of consideration, Joel.
I also wonder what the City has in mind for that land should it become vacant and what is the
land's highest and best use? Fra -Dor is built on land which used to be vacant, unkempt and often
used for illegal trash dumping. I'd say that Mr. Frattalone's business has certainly made a silk
purse out of what definitely was a sow's ear.
Sincerely,
Nancy L. Ryan
cc: Frattalone Excavating
