owarc R, Green Corrpany CONSULTING ENGINEERS March 3, 1999 File: 805140J Mr. Joel Hanson City of Little Canada 515 Little Canada Road Little Canada, MN 55117 RE: MINNESOTA AVENUE ASSESSMENT Dear Mr. Hanson: As instructed by the City, we have looked at several methods of assessing the cost of the Minnesota Avenue reconstruction to the affected properties. There are four commercial properties and one residential property being considered in the assessments. It was assumed that the street reconstruction would be assessed at the commercial rate as described in the city assessment manual. As outline in the assessment manual, 80% of the street reconstruction cost will be assessed to the adjacent property owners and 20% of the cost would be borne by the City. The city's portion of the reconstruction cost would be approximately $33,200. It was also assumed that the cost for the storm sewer improvements in the Bally parking lot would be paid for solely by Bally's. The remaining project cost of approximately $146,150.00 would be assessed to the abutting properties. A brief description of the each assessment method is described below. 1. LOT AREA • Assessment based on the total area of each property • An adjustment factor was used on the Cobblestone property to account for the fact that it is a residential lot being assessed at a commercial rate. • The total assessable feet was figured using the odd shaped lot formula as outlined in the city assessment manual. • Assessments would be as follows: Area Front Feet Assessment Arby 39,796 298.47 $7,572.00 McDonald 59,337 445.03 $11,290.00 L.
