In <br />light of the fact that Little Canada does not plan on writing a local watershed management plan, <br />and has instead adopted our Watershed District Management Plan, my review of the <br />Comprehensive Land Use Plan is particularly important. Since the City has opted not to create <br />stormwater policy and programs of their own, the land use plan is an important vehicle for <br />addressing Local natural resource and stormwater concerns. Our overall comment about the <br />August 1998 Comprehensive Plan Update is that it does not reflect the natural resource values <br />that have been articulated by the city to the Watershed District. <br />In order for the Ramsey - Washington Metro Watershed District's Watershed Management Plan to <br />be implemented by the City, the statement on page 68 needs to be reinforced by a policy stating <br />that the goals, policies and standards of our plan will be adopted and implemented by the City. <br />Specific policies in our plan could be of particular interest to the local land use planning efforts. <br />The City also has agreed to the concepts of the Phalen Watershed Management Plan by <br />appointing a citizen to represent Little Canada on the Watershed District's Natural Resources <br />Board. Several goals of the Phalen plan should be of particular interest to the City land use <br />planning efforts. The goals of that plan are shown in the District 1997 Plan in Appendix B. We <br />urge the City to utilize the Watershed District's Natural Resources Board in the implementation <br />of the City Land Use Plan. <br />Without more specific references to and adoption of goals, policies and standards of the two <br />above - mentioned plans, we recommend that the August 1998 Comprehensive Plan Update not be <br />adopted in its present form. <br />Sincerel,,, i %(4t -/ <br />L2u�- <br />oaise Watson <br />District Planner and Education Coordinator <br />Attachment: Comments <br />cc: Joel.
