There were a total of three bidders. The following list <br />provides the bidder's name with their total base bid and their bid with the use of the alternate: <br />1. North Valley, Inc. <br />2. Hardrives, Inc. <br />3. Tower Asphalt, Inc. <br />Base Bid <br />$779,186.27 <br />$804,510.45 <br />$950,523.40 <br />Bid w /alternate <br />$790,479.47 <br />$800,686.95 <br />$950,523.40 <br />The low bid submitted by North Valley, Inc. is substantially below the estimated construction <br />cost contained in the feasibility study. This is primarily due to the fact that the design was <br />changed from the feasibility study to the plans and specifications for the Viking Drive <br />improvement. The feasibility study had initially recommended the removal of many mature trees <br />and filling of the deep ditches along the west end of that road. There was also a substantial <br />amount of dollars presented in the feasibility study for storm sewer along that road. With the <br />design change moving the road to the south beyond the fence line designating the Trunk <br />Highway 36 right -of -way, we were able to save the trees, leave the ditches and minimize the <br />amount of storm drainage. <br />North Valley, Inc., is a newly formed company from the north metro operation of Valley, Inc. It <br />still has the same principles involved as were with the north metro operation of Valley, Inc. <br />before it was split off and reorganized into North Valley, Inc. We understand the City has had <br />some negative experience with Valley, Inc. in the past, therefore, we will be discussing this in <br />detail with the City Administrator and representatives of North Valley, Inc. before formulating a <br />recommendation. We will be prepared at your March 24, 1999 City Council meeting to make a <br />recommendation relative to the award of this project. <br />In the meantime, if you have any questions, please call. <br />Sincerely, <br />Howard R.
