Green Company CONSULTING ENGINEERS March 19, 999 File: 805140J -0060 The Honorable Mayor and City Council City of Little Canada 515 Little Canada Road Little Canada, MN 55117 RE: 1999 STREET RECONSTRUCTION & UTILITY IMPROVEMENTS CITY OF LITTLE CANADA Dear Council Members: We have tabulated the bids received Thursday, March 18, 1999 for the 1999 Street Reconstruction & Utility Improvements. There were a total of three bidders. The following list provides the bidder's name with their total base bid and their bid with the use of the alternate: 1. North Valley, Inc. 2. Hardrives, Inc. 3. Tower Asphalt, Inc. Base Bid $779,186.27 $804,510.45 $950,523.40 Bid w /alternate $790,479.47 $800,686.95 $950,523.40 The low bid submitted by North Valley, Inc. is substantially below the estimated construction cost contained in the feasibility study. This is primarily due to the fact that the design was changed from the feasibility study to the plans and specifications for the Viking Drive improvement. The feasibility study had initially recommended the removal of many mature trees and filling of the deep ditches along the west end of that road. There was also a substantial amount of dollars presented in the feasibility study for storm sewer along that road. With the design change moving the road to the south beyond the fence line designating the Trunk Highway 36 right -of -way, we were able to save the trees, leave the ditches and minimize the amount of storm drainage. North Valley, Inc., is a newly formed company from the north metro operation of Valley, Inc. It still has the same principles involved as were with the north metro operation of Valley, Inc. before it was split off and reorganized into North Valley, Inc. We understand the City has had some negative experience with Valley, Inc. in the past, therefore, we will be discussing this in detail with the City Administrator and representatives of North Valley, Inc. before formulating a recommendation. We will be prepared at your March 24, 1999 City Council meeting to make a recommendation relative to the award of this project. In the meantime, if you have any questions, please call.
