515 Little Canada Road, Little Canada, MN 55117 -1600
(651) 484 -2177 / FAX: (651) 484 -4538
MEMORANDUM
TO: Mayor Fahey & Members of the City Council
FROM: Joel Hanson, City Administrator
DATE: March 15, 1999
RE: Rice Street/Little Canada Road Redevelopment Update
MAYOR
Michael I. Fahey
COUNCIL
Beverly Scalze
Jim LaValle
Steve Morelan
Bob Pedersen
ADMINISTRATOR
Joel R Hanson
On March 11th, we met with the developers relative to the south site of the Rice Street/Little
Canada Road area. The issues discussed were as follows:
• City clarified our desire to have this be a "pay as you go" project.
• The developer should handle land assembly with eminent domain being used only as a
last resort.
♦ There will be special assessments associated with reconstruction of Little Canada Road.
♦ Little Canada Road is not slated for reconstruction until 2000, with the possibility of
moving it up should they acquire a necessary right -of -way for us.
♦ TIF generation based on their estimates is not adequate to meet their desired needs.
♦ The theater component needs to be locked up within the next few weeks to keep the
City's interest in this project.
We will continue to work on this matter over the next couple of weeks. Our goal is to have the
developers present at our workshop on April 14th at which time they will present you with a
detailed update on the project status.
JRH:kpp
cc: Gary Collyard
Ron Christenson
Joe Vitale
Sherman Rutzik
Page 159
