COMMUNITY PLANNING - DESIGN - MARKET RESEARCH <br />NORTHWEST ASSOCIATED CONSULTANTS <br />MEMORANDUM <br />TO: Little Canada Planning Commission <br />FROM: Stephen Grittman <br />DATE: January 11, 1999 <br />RE: Little Canada - Concept Plan Review - Goodyear Tire Store <br />FILE NO: 758.09 - 98.02 <br />Perry Linn has submitted a request to have a conceptual review of a potential <br />redevelopment project which would establish a Goodyear Tire Store on the car wash and <br />abandoned property along Rice Street south of County Road C. The project would consist <br />of an auto service center which would span the area between the Gas -n -Go convenience <br />gas station and the wetland /pond area to the south. <br />The applicant's request states that he would construct a facility which is architecturally <br />compatible with the Walgreen's building and the City architectural guidelines for the Rice <br />Street corridor. The facility would require a rezoning to B -2, Auto Oriented Business <br />District, and a Conditional Use Permit for a minor auto repair facility. <br />Staff has indicated to the applicant that the City's plans, including the Comprehensive Plan <br />and the Rice Street Development Guide, direct auto service facilities to locations adjacent <br />to the freeway interchanges at 1-694 and TH 36. The plans indicate a direction for limited <br />business in these areas, with breaks in the commercial land use for developments of <br />residential use. <br />The City will need to consider whether it is inclined to revise its land use guide for a <br />development of this type. As noted, the issue is one of land use, not of building design, <br />since both the architectural guidelines and the applicant state an intent to develop an <br />attractive, high quality structure.
