515 Little Canada Road, Little Canada, MN 55117 -1600 <br />(651) 484 -2177 / FAX: (651) 484 -4538 <br />MEMORANDUM <br />TO: Mayor Fahey & Members of the City Council <br />FROM: Greg Schroeder, Public Works Director <br />DATE: January 5, 1999 <br />RE: Pitrina Park Terrace — East Pond <br />MAYOR <br />Michael I Fahey <br />COUNCIL <br />Beverly Scalze <br />Jim LaValle <br />Steve Morelan <br />Bob Pedersen <br />ADMINISTRATOR <br />Joel R Hanson <br />Frank Frattalone, the developer of Pitrina Park Terrace, is requesting the City of Little Canada to pay <br />$24,600 for the construction of the east pond (Pond #1) because this pond collects and treats water that <br />enters this project from the Allen/DeSoto storm sewer. The Allen/DeSoto storm sewer drains storm water <br />from substantial areas outside of the Pitrina development area. <br />A review of the City storm sewer maps confirms that the Allen/DeSoto storm sewer drains water from the <br />LaBore/DeSoto area. At Allen/DeSoto, the storm sewer drains into Ditch 7B which takes this storm <br />water to the west (following the path of the newly constructed Allen Avenue in the Pitrina Park <br />development) and finally flowing north off this property. Ditch 7B eventually drains under I -35 and <br />follows South Owasso Blvd. west where it joins Ditch 16. Ditch 16 flows back east to Gervais Lake via <br />Gervais Mill Ponds. Gervais Mill Ponds treats this flow before it enters Gervais Lake. <br />When a developer develops property, the City of Little Canada requires that the development not increase <br />the storm water runoff rate over that which existed when the property was in its undeveloped state. Mr. <br />Frattalone complied with this by the construction of his storm sewer system and detention pond (Pond <br />#4). <br />Mr. Frattalone could have left the ditch in its existing location and modified the development to minimize <br />the impacts on this ditch. However, he developed his property in a manner that resulted in the deletion of <br />this ditch within his property. Mr. Frattalone elected to resolve the ditch deletion by construction of a <br />storm sewer from Allen/DeSoto to a series of environmentally enhancing wetland ponds that are located <br />along the north side of this property. Besides enhancing the environment, these ponds also provide an <br />aesthetically pleasing view to the adjacent homeowners, thus providing an economic benefit to this <br />development. <br />Based on the above information, I do not feel the City should pay for the relocation of this ditch nor <br />construction of any of the ponds. <br />GS:kp <br />cc: Frank Frattalone <br />Page 14 <br />
