*If the answer to the first question is yes, should we assess properties that are not directly <br />improved by installation of curb and gutter. While we can argue that all properties are <br />being benefited by this project, we have indicated that the assessment is for curb and <br />gutter. Therefore, there may be some problem proving benefits received for the <br />installation of curb and gutter when it will not exist in front of some properties. <br />Therefore, I am recommending we have a workshop to discuss these issues. I feel it is <br />appropriate to do so in that our assessment policy does allow us to deviate in situations where <br />inequities exist. Both of these situations could meet that condition. <br />If you have any comments or questions regarding this matter, please let me know.
