Neighborhood Meeting Minutes <br />LaBore Road (Edgerton to Co. Rd. D), McMenemy Street <br />December 8, 1998 <br />The City of Little Canada was represented by Terry Maurer, City Engineer; Andy Brotzler, <br />Associate Engineer; Greg Schroeder, Public Works Director; and Joel Hanson, City <br />Administrator. Ramsey County Public Works was represented by Dan Schacht. A sign -up list <br />of residents in attendance is attached. <br />The meeting was convened at 7:00 p.m. The City Administrator welcomed those present to the <br />neighborhood meeting to discuss the cold -in -place recycling of McMenemy Street and LaBore <br />Road by Ramsey County Public Works. He pointed out that this action is a result of Ramsey <br />County's turn-back of these roads to the City of Little Canada as part of the functional <br />consolidation process. With the County undertaking their recycling project, the opportunity has <br />been created for the City to look at upgrading these roads in order that they best serve the needs <br />of our community into the future. He introduced the staff members present and turned the <br />meeting over to the City Engineer. <br />The City Engineer reviewed his project handout information (copy attached). The key points he <br />emphasized included the addition of concrete curb and gutter where appropriate, widening of the <br />roadway to accommodate paved shoulders, and possible drainage improvements in coordination <br />with the project. The following issues and/or questions were then discussed: <br />One resident asked what constitutes "minimal widening." He was concerned that widening <br />would be in the range of 10 -12 feet. The City Engineer stated that it roads are typically 28- <br />36 feet in width and the goal is to have the curb and gutter be as straight as possible within <br />the road section. <br />Dan Schacht then explained what is meant by cold -in -place recycle project. He stated that it <br />is a three step process. The first step consists of pulverizing the existing bituminous surface. <br />The second step provides for the addition of an asphalt emulsion mix. This is blended into <br />the existing material, the surface is reshaped, and then it sits for 7 -10 day period. The final <br />step is to touch -up the existing material and overlay it with 1 %z to 2 inches of new <br />bituminous surface. It takes approximately 3 -4 weeks to complete this process although that <br />could vary somewhat in the case of these projects given the coordination that needs to occur. <br />He noted that the width is generally not wider than the edge of the existing shoulders. The <br />typical width is 32 feet. <br />Another resident asked if there would still be paved shoulders where curb and gutter is <br />installed. The City Engineer answered that paved shoulders will exist as pedestrian ways. <br />They would be located between the face of the curb and gutter sections on the roadway <br />where it is feasible to install. At the northeast end of LaBore Road, it is not likely that curb <br />Page 4 <br />
