improvements. Concrete curb and gutter is a City cost pursuant to that policy. The resident <br />then commented that anyone with existing asphalt curbing should be getting a break on <br />the assessment. <br />A number of residents expressed concern that McMenemy Road has been neglected in front <br />of St. John's School. Dan Schacht explained delays in the turn-back schedule have affected <br />their ongoing maintenance. He acknowledged that this road should have received attention <br />earlier. <br />A resident along McMenemy expressed concerns with church parking on both sides of the <br />street. She noted that this makes the street narrow and results in a more hazardous condition. <br />She asked if parking could be accommodated on both sides of the street and if so, what the <br />width of the street will be. The City Engineer stated that the road will probably be as wide <br />as currently exists. He stated that parking needs to be looked at as an enforcement issue. <br />He further noted that we will evaluate possible options in this area. She was also <br />concerned about the road getting wider and the impact it would have on her yard. <br />A resident at 785 LaBore stated that the road has had a lot of chuck holes in this area due to <br />water remaining on the street surface due to its flat grade. He noted that problems also exist <br />by Mr. Richie's property. He asked what could be done about this. The City Engineer stated <br />that these situations will be looked at. He further acknowledged that there are flat areas <br />along portions of LaBore which make drainage difficult. The City Administrator stated that <br />it may be possible to look at an extension of the Arcade storm sewer system to help alleviate <br />some of these problems, but cautioned that capacity of the line and grade issues will <br />determine feasibility of that option. <br />Ray Hanson asked if we typically assess NSP and other such entities. The City <br />Administrator stated that we have done so in the past. <br />A resident asked about increased traffic on LaBore Road She indicated that White Bear <br />Township is talking about extending LaBore to alleviate some of their traffic burden. She <br />wondered what impact that would have on Little Canada's portion of that road. Dan Schacht <br />responded that the primary traffic burden is north of County Road E. He said this possibility <br />has been bounced around for about 10 years. He has not heard anything recently that it <br />would be proceeding. <br />Residents commented about the speed problems along LaBore Road. One resident asked that <br />a 4 -way stop sign be evaluated at Arcade and LaBore. The City Administrator responded <br />that enforcement activity has increased along LaBore Road and it is having a positive effect. <br />He noted that stop signs are not typically a good traffic control measure in that people <br />become frustrated by them and sometimes accelerate after leaving the 4 -way stop <br />intersection. The City Engineer stated that warrants are typically used to justify stop sign <br />placement and usually on roads of equal traffic volume. Speed is not a consideration in this <br />Page 6 <br />
