next couple of months. More discussion needs to occur with the County regarding
coordination of these two products.
A resident asked what kind of warranty we have on roads. He was specifically concerned
about the inadequate road existing by St. John's Church and School due to the heavier traffic
loads in this area. He questioned whether the road should be reconstructed in that area verses
a recycling project. If the road should be reconstructed, he felt the County should participate
to a greater degree financially. The City Engineer stated that the County feels comfortable
that the road section is adequate to support a recycling project in this area. Their decision is
based on seiected borings taken in the areas and upon their expertise in dealing with this
system given past projects.
Ray Hanson asked if there were any possible options for deferring assessments. The City
Administrator explained the senior and development deferral options. He noted that interest
does accrue during the deferment period.
Another resident asked about the environmental impact of concrete curb and gutter. The City
Engineer stated that not much additional water will be coming off the streets resulting from
this project, but it will likely get to its fmal destination at a more rapid pace. He did not see a
great environmental impact resulting from this type of project.
Another resident stated that speed enforcement should be occurring during the night time
hours and not just at rush hour periods. He also felt there should be greater enforcement of
loud radios and stereos. The City Administrator noted these comments would be forwarded
to the Ramsey County Sheriff's Department.
Another resident asked if the elevation of McMenemy Street will be changing as a result of
this project. The Engineer stated that major elevation changes are not possible given this
type of project.
Another resident along McMenemy stated that the current road is not centered within the
right -of -way and wondered if the center line would be moved as a result of this project. Dan
Schacht stated that the road would be built essentially where it exists today.
Another resident pointed out sanitary sewer problems at 2480 McMenemy. The Public
Works Director stated that video tapes were done of the majority of our sanitary sewer
systems and no structural problems were noted in this area. He did recall that significant
roots existed in the lines in this area and they have been removed as well as the line cleaned.
He will double check this to ensure there were no other deficiencies noted.
It was also pointed out that the City should look at the hill in the vicinity of McMenemy and
Rose in order to better accommodate pedestrian traffic in this area. The City Administrator
noted that this request had been received approximately one year ago as well.
Page 8
