Hanson <br />In Joel Hanson's memorandum dated January 8, 1999, he requested the City's position on <br />possible Ramsey County road improvement options on Edgerton Street between Centerville <br />Road and Highway 36. <br />As you know, the planned construction of the 694/35E commons area is currently scheduled to <br />start in the year 2001 and end in the year 2005. We feel that as a result of this major construction <br />project, Edgerton will receive substantial amounts of traffic as either an official or unofficial <br />detour route. This increase in traffic for that period of time will accelerate the destruction of the <br />existing street surface and shorten the life of any road improvements that are done on the street if <br />they are not properly designed. <br />As a result, we suggest the following as the City's position on possible Ramsey County road <br />improvement options on Edgerton Street: <br />1. Ramsey County should reconstruct Edgerton as soon as possible (prior to the <br />MNDOT 694/35E commons project). This reconstruction should be designed for <br />traffic volumes and loading anticipated to occur during the construction of the <br />694/35E commons project. Ramsey County should seek funds from MNDOT to <br />offset the cost of this reconstruction due to anticipated extra wear and tear we will <br />experience on this street. <br />If option #1 is not viable, we then suggest: <br />2. Ramsey County should mill and overlay Edgerton Street in the year 2000. Once the <br />694/35E commons project is complete, Edgerton Street should be reconstructed. <br />Page 8 <br />
