Hanson <br />Tim Mayasich of Ramsey County Public Works contacted me today and asked the City's <br />position relative to road improvements on Edgerton Street (Highway 36 to Centerville Road in <br />Vadnais Heights). The options he presented me with are as follows: <br />♦ Mill and overlay the roadway surface in 2000. <br />♦ Reconstruction of the roadway in 2005. <br />You may have noticed that the street surface on Edgerton is deteriorating. Typically, we have <br />encouraged the County to reconstruct roadways even if it means waiting a few years longer to <br />achieve that. The problem in doing so is that the 2005 date for reconstruction is not a guaranteed <br />date and could likely be pushed out farther. The mill and overlay would definitely occur in <br />2000. Therefore, the roadway surface will continue to deteriorate until the time reconstruction <br />occurs with only maintenance activities in the meantime. <br />Another matter complicating this issue is the possible construction of the 694/35E commons area <br />from the years 2000 -2004. This is likely to have a substantial impact on traffic volumes on <br />Edgerton, LaBore, Centerville Road, and Rice Street within our city as motorists attempt to <br />bypass the construction zone (Little Canada Road to County Road E). I have suggested to <br />Ramsey County Public Works that they pursue the possibility of additional funding through <br />MNDOT that may allow them to accelerate the reconstruction of Edgerton to handle this <br />additional traffic. Given this increase in traffic volume, it is likely that their overlay in 2000 will <br />be negatively impacted. It is also likely that if the road is not improved prior to this time, the <br />need for reconstruction will have increased thereby creating the possibility for it occurring earlier <br />than 2005. <br />Reconstruction poses the possibility of upgrading the road to an urban section due to the <br />installation of storm sewer and the elimination of ditches.
