515 Little Canada Road, Little Canada, MN 55117 -1600
(651) 484 -2177 / FAX: (651) 484 -4538
MEMORANDUM
TO: Mayor Fahey & Members of the City Council
FROM: Joel Hanson, City Administrator
DATE: January 7, 1999
RE: Concept for St. Paul Water Utility Property
MAYOR
Michael I. Fahey
COUNCIL
Beverly Scalze
Jim LaValle
Steve Morelan
Bob Pedersen
ADMINISTRATOR
Joel R Hanson
Mike Kalscheuer of Told Development Company will be present at Thursday's meeting to talk
about development concepts for the St. Paul Water Utility property that was previously discussed
with Frank Frattalone. (This property is located at the end of Spruce Street to the south of
Country Drive up against the Burlington Northern railroad tracks.)
Mr. Kalscheuer has been supplied with minutes from previous discussions on this topic (attached
for your review). It is my understanding that he want to clarify the Council's position on this
matter in order that he can properly market the property. He has also talked about the possibility
of tax increment financing assistance. I have indicated that we would consider that possibility
with appropriate justification.
JRH:kpp
Enclosures
cc: Mike Kalscheuer
Page 2
