MINUTES <br />CITY COUNCIL <br />SEPTEMBER 24, 1997 <br />building is proposed, it would still have to go through site plan review. As <br />a result, the City would still have control over the development of the <br />property. <br />Morelan indicated that the broader issue is the type of development the <br />City wants on the property. <br />Frattalone submitted pictures showing examples of the type of <br />office /warehouse facility that could be developed on the site. Frattalone <br />indicated that his thoughts are that a building would be between 70,000 <br />and 100,000 square feet in size. Approximately 25 to 30 percent of the <br />structure would be office use while the rest would be industrial or <br />warehouse use. The office area would have a brick facade while the <br />remainder of the building would be masonry. <br />Scalze asked how much of the crest of the hill on the property would be <br />removed. Frattalone replied that the finished grade will be about five to <br />six feet higher than the St. Paul Water Department property. Frattalone <br />pointed out that the site requires a great deal of grading, and in order to <br />make the project work, the dirt will have to be sold. <br />Morelan indicated that he would like to see more than 25 to 30 percent of <br />the building as office use. Morelan felt this type of use brought in more <br />tax capacity as well as generated more jobs within the City. <br />Frattalone felt that the office use could be expanded to 30 to 40 percent at <br />the most. However, most of the buildings he sees has a higher percentage <br />of industrial or warehouse use than office. <br />Scalze asked if the mature oak trees on the property would be removed. <br />Frattalone indicated that most of these trees are in the middle of the <br />property and would have to be removed in order to develop the site. Most <br />of these trees are split and not as good as one would think. <br />Morelan asked if it were possible to access the property via Rice Street <br />through Woodlyn Avenue. Frattalone did not think so. Frattalone <br />indicated that Spruce Street via Country Drive was a good access for the <br />property. Scalze agreed. <br />Scalze indicated that the site is an attractive one. Scalze pointed out the <br />fact that the site is heavily wooded and asked how the City's tree <br />replacement ordinance would come into play. <br />Page 4 <br />
