MINUTES <br />PLANNING COMMISSION <br />MAY 13, 1999 <br />Duray asked about traffic on Rice Street, Ficek reported that they have <br />given the traffic issue some thought and are aware that they must be <br />careful with the grades from Rice Street down through the property. <br />Montour reported that he supported the concept of townoffices, but would <br />recommend that the buildings front on Rice Street with parking in the <br />back. Montour was concerned that people traveling on Rice Street would <br />see a row of cars from the street. Ficek pointed out that the elevation of <br />the parking lot would be six to eight feet below Rice Street. <br />The City Planner reported that the City has received a letter from MIN <br />DOT that indicates that they will allow one access to Rice Street for this <br />project. Ficek replied that he would work with the State, County, and City <br />on this issue. <br />With regard to Montour's suggestion that the buildings be located adjacent <br />to Rice Street with parking in the back, the Planner suggested that it may <br />be worthwhile, but this may not be the concept the developer wants. <br />Keis pointed out that this is one of the last vacant properties on Rice <br />Street, and asked if architectural guidelines come into play. <br />The Planner replied that architectural guidelines would have to be <br />followed. There will be some brick required for the exterior of the <br />building as well as some exterior detail work. However, the architectural <br />requirements are not as detailed as they are in the Rice Street/Little <br />Canada Road area. <br />Mr. Montour recommended approval of the DaVern townoffice concept <br />proposed for the St. Paul Board of Water Commissioners' Rice Street <br />property with the suggestion that the developer work with the City Planner <br />to determine if there are any layout alternatives for the site. <br />Motion seconded by Keis. <br />Motion carried 7 — 0. <br />CONCEPT — Mr. George LeTendre, representing Ron Palmen, appeared before the <br />PALMEN Commission requesting concept approval of the Palmen Overlook <br />OVERLOOK Addition. LeTendre reviewed the City Engineer's memo dated May 13th <br />ADDITION which lays out the issues of length of the cul -de -sac and roadway design, <br />design of utilities, and the wetland relative to the Watershed District. <br />LeTendre also reported that the Parks & Recreation Commission have <br />discussed the concept on two different occasions, and have not yet made a <br />Page 11 <br />
