Policy issues regarding construction of any homes prior to platting, or full street/utility <br />construction, should be resolved at the time of the concept plan stage. This issue will <br />affect the applicant's interest in pursuing the Preliminary Plat. The applicant has also <br />inquired as to the altemate possibility of a private street in this area. Such a street would <br />typically be built to City standards, but would limit other access and require private <br />maintenance arrangements to avoid becoming a future problem for the City. This issue <br />should also be considered at this stage, prior to Preliminary Plat. <br />Concept Plan review is designed to allow discussion between the City and an applicant, <br />and to develop as full a list of potential issues as possible, rather than an "approval /denial" <br />recommendation.
