They will be touring the property prior to <br />their next meeting and will again discuss the issue in June. <br />LeTendre pointed out that the Public Works Director is recommending <br />that the water main be looped, and that issue is being worked on. He <br />noted that Viking Drive will be upgraded this year; therefore, it may be <br />possible to provide for a water main loop back to Viking Drive. <br />Another issue is that of public versus private street, and LeTendre reported <br />that the property owner prefers a private street. The street would be <br />constructed in conformance with City standards. However, given the high <br />valued homes being proposed for this development, they feel this is a <br />unique project and a private street would be preferable to the property <br />owners. <br />The City Planner reported that there are issues of access with a private <br />drive for emergency vehicles, utility maintenance, etc. However, given <br />the experience the City has had over the last several years with private <br />roads, these issues can be resolved. <br />Keis asked if the entrance to the street would be gated. LeTendre replied <br />that this is a possibility, but the developer would leave that decision to the <br />townhome association. <br />Duray stated that he would rather see a public street than a private street. <br />Duray expressed concern that after a period of time homeowners would <br />change and maintenance of the road would deteriorate. Duray was also <br />concerned about access for emergency vehicles. <br />Keis pointed out that the streets in Cobblestone Village are private and <br />that the homeowners association is responsible for maintenance of the <br />street. <br />Barraclough reported that State Statutes place requirements on the <br />developer in private development situations. <br />Carson asked how sanitary sewer would be provided. LeTendre replied <br />that there is enough elevation to run the sewer in from McMenemy Road. <br />The Planner noted that the City Engineer will address the utilities as the <br />development progresses. <br />Knudsen asked the justification for a variance from the City's maximum <br />500 -foot cul -de -sac to a length of 1,500 feet. The Planner reported that <br />the purpose of the maximum 500 cul -de -sac length is to discourage <br />developments that do not have interconnecting streets. However, in <br />Page 25 <br />
