MINUTES
PLANNING COMMISSION
JUNE 13, 1996
Motion seconded by Carson.
Motion carried 4 - 0.
CUP FOR Kurt Sloan, MBC Enterprise Company, appeared before the
PARSING Commission requesting approval of a Conditional Use
LOT Permit to allow the expansion of joint parking
EXPANSION- facilities for the buildings at 203, 219, and 223
MEC Little Canada Road. Sloan reported that he is
ENTERPRISE proposing to blacktop 24 additional parking spaces
CO. between the existing driveway coming in from Country
Drive and the St. Paul Water Works property.
DeLonais asked if it was typical for Quicksilver to
have 60 vehicles parked in the lot overnight.
Sloan replied that 60 vehicles would be typical. Most
of these are replaced during the day with the employees
own vehicle.
DeLonais asked if Quicksilver were planning to expand
their operation.
Sloan replied that it is a growing business and they
would expect Quicksilver to keep growing. However,
they do have locations in Minneapolis and Eden Prairie
where they park vehicles. Sloan pointed out that the
site is limited as to how many vehicles can be parked.
Sloan reported that he would prefer not to install the
curbing which is recommended by the City Planner.
Sloan felt it was better not to change the drainage of
the area and continue to allow run -off into the Water
Works ravine. However, he would go along with the
requirement if it is imposed by the City. Sloan
pointed out that the City's ordinance does not specify
whether the curbing must be concrete or blacktop.
DeLonais replied that the curbing must be concrete and
the City Planner agreed.
Sloan pointed out that there would be no turf behind
the curbing, and questioned the need for curbing.
The City Planner replied that there would be grass or
landscaping required along the curbing. The Planner
also indicated that parking lot improvements must
Page 36
