MINUTES <br />PLANNING COMMISSION <br />JUNE 13, 1996 <br />Motion seconded by Carson. <br />Motion carried 4 - 0. <br />CUP FOR Kurt Sloan, MBC Enterprise Company, appeared before the <br />PARSING Commission requesting approval of a Conditional Use <br />LOT Permit to allow the expansion of joint parking <br />EXPANSION- facilities for the buildings at 203, 219, and 223 <br />MEC Little Canada Road. Sloan reported that he is <br />ENTERPRISE proposing to blacktop 24 additional parking spaces <br />CO. between the existing driveway coming in from Country <br />Drive and the St. Paul Water Works property. <br />DeLonais asked if it was typical for Quicksilver to <br />have 60 vehicles parked in the lot overnight. <br />Sloan replied that 60 vehicles would be typical. Most <br />of these are replaced during the day with the employees <br />own vehicle. <br />DeLonais asked if Quicksilver were planning to expand <br />their operation. <br />Sloan replied that it is a growing business and they <br />would expect Quicksilver to keep growing. However, <br />they do have locations in Minneapolis and Eden Prairie <br />where they park vehicles. Sloan pointed out that the <br />site is limited as to how many vehicles can be parked. <br />Sloan reported that he would prefer not to install the <br />curbing which is recommended by the City Planner. <br />Sloan felt it was better not to change the drainage of <br />the area and continue to allow run -off into the Water <br />Works ravine. However, he would go along with the <br />requirement if it is imposed by the City. Sloan <br />pointed out that the City's ordinance does not specify <br />whether the curbing must be concrete or blacktop. <br />DeLonais replied that the curbing must be concrete and <br />the City Planner agreed. <br />Sloan pointed out that there would be no turf behind <br />the curbing, and questioned the need for curbing. <br />The City Planner replied that there would be grass or <br />landscaping required along the curbing.
