515 Little Canada Road, Little Canada, MN 55117 -1600
(651) 484 -2177 / FAX: (651) 484 -4538
MEMORANDUM
TO: Mayor Fahey & Members of the City Council
FROM: Joel Hanson, City Administrator
DATE: June 4, 1999
RE: Biagini Development Agreement
MAYOR
Michael I. Fahey
COUNCIL
Beverly Scalze
Jim LaValle
Steve Morelan
Bob Pedersen
ADMINISTRATOR
Joel R. Hanson
We continue to make progress in finalizing the development agreement with Dick Biagini
relative to the 30,000 square foot office building on Country Drive. However, we have still not
received a draft of the development agreement from Briggs & Morgan. I am anticipating that
will occur early the week of June 7th. I am somewhat hopeful that we will have a final product to
present to the Council at the meeting of June 8th. I realize this is a short time for you to react to
this and if it is deemed necessary to hold this over until June 22 "d, that is understandable. My
goal is to try to keep things moving in the quickest pace possible.
The framework for the development agreement will match the terms I outlined in my memo to
you of May 7th. The key issue will be the acquisition of the Precision Tree property by later this
fall in order to allow paving of the parking lot in conjunction with this new building.
I have met with the owners of Precision Tree and discussed this issue with them. I am providing
them with some additional background material and will hope to get their position on a voluntary
sale versus the need for eminent domain later this month.
JRH:kpp
cc: Dick Biagini
Page 29
