The area is zoned R -1, Single Family Residential <br />and lies within the Shoreland District (see Exhibit A). All lots abut Twin Lake, <br />designated as a Recreational Development Lake by the DNR. In 1985, the City <br />approved a lot split for Mr. Klidzejs, owner of the property abutting to the <br />north. <br />ANALYSIS <br />In apporving the Klidzejs split, the City required the applicant to provide an <br />additional 8.5 feet of road easement along the Mitchell property line in antici- <br />pation of the potential development of the Michell property. The anticipation was <br />that the road along the property line would be put in, then cut south through the <br />Mitchell property developing lots on both sides. The developer has indicated <br />that this is not financially feasible and wishes instead to split the two parcels <br />into three new lots as shown on Exhibit B. <br />All lots are far in excess of the minimum standards for R -D Shoreland lots. The <br />lots range in size from 39,500 square feet to 95,300 square feet. The minimum <br />size is 20,000 square feet for lots abutting water. All lots exceed the minimum <br />width of 75 feet at both the street and the water line. <br />In conjunction with the plat, easements for drainage and utilities are to be provided <br />along all lot lines, as well as existing easements shown on the plat. Finally, <br />the remainder of the road easement dedication should be required adjacent to the <br />Klidzejs property. This will serve to complete the necessary right -of -way for <br />access to Mr. Klidzejs rear lot, as well as to provide for potential access to a <br />rear lot on Lot 1 of the Mitchell property.
