515 Little Canada Road, Little Canada, MN 55117 -1600
(651) 484 -2177 / FAX: (651) 484 -4538
MEMORANDUM
TO: Mayor Fahey & Members of the City Council
FROM: Greg Schroeder, Public Works Directors - 2)
DATE: June 17, 1999
RE: Right Turn Lane from Country Drive onto Little Canada Road
MAYOR
Michael I. Fahey
COUNCIL
Beverly Scalze
Jim LaVaile
Steve Morelan
Bob Pedersen
ADMINISTRATOR
Joel R. Hanson
As requested by the Council, I looked into the feasibility of adding a right turn lane from
Country Drive onto Little Canada Road to ease the traffic congestion at this intersection.
My preliminary investigation into this possible turn lane has resulted in these observations:
♦ Country Drive provides two of the only three entrances /exits for the Ryan Industrial Park
and Yorkton industrial area. The Country Drive /Little Canada Road intersection provides
a vital link to I35E and County Road C.
♦ During both the morning and evening rush hour, traffic backs up along Country Drive all
the way back to the Water Works property (about 650 feet back from the intersection).
♦ Most of the traffic from Country Drive makes a left turn onto Little Canada Road. If a
right turning vehicle is fortunate enough to get within 200 feet of Little Canada Road,
there is just enough room to squeeze to the right and make it past any stopped vehicles to
enable them to proceed to the intersection and make a legal right turn on red.
♦ The estimated cost to construct a 12 -foot wide, 650' long turning lane ranges from about
$23,000 to $28,000. Some right -of -way appears to be needed which will increase the
total project cost.
Based on the above information, a right turn lane is warranted. Therefore, I recommend that the
Council authorize the City Engineer to proceed with preparation of plans, specifications and a
construction cost estimate. Once these are completed, authorization for construction will be
requested.
GS:kp
PAGE 141
