MINUTES <br />PLANNING COMMISSION <br />JUNE 9, 1999 <br />ARCHITEC- <br />TURAL <br />REVIEW — <br />HARDEE'S SIGN <br />Carson again asked about architectural review. Plowman replied that it is <br />their intention to comply with the City's architectural guidelines. <br />Mr. Knudsen recommended approval of the Preliminary Plat and <br />Architectural Review for the R. J. Marco Construction proposal on Viking <br />Drive subject to compliance with the recommendations of the City Planner <br />and the City Engineer as well as subject to the following: <br />*Agreement with the City Engineer on the grades for the two access <br />drives; <br />*Compliance with all requirements of the City's Architectural Guidelines; <br />*Resolution of the issue of weight restrictions on Minnesota Avenue <br />determining if the posted weights are sufficient to handle the truck traffic <br />this site will generate; <br />*The position of the Commission is that the Highway 36 westbound off <br />ramp be posted as no right turn on red to alleviate traffic problems at the <br />intersection of Viking Drive and Rice Street; <br />*That the developer consider moving the building to the west as suggested <br />by the City Planner. <br />Motion seconded by Montour. <br />Motion carried 5 — 0. <br />Mr. David Glodowski, Optimus Foods, Inc., appeared before the <br />Commission requesting architectural review for the signage proposed <br />for the Hardee's located at 3354 Rice Street. <br />The City Planner indicated that the signs proposed are in compliance with <br />the Code in terms of size. Two signs are being considered this evening. <br />One is for a backlit pylon sign; and the other is proposed on the building <br />and is a plastic, internally lit sign. The Planner noted that the <br />Architectural Guidelines discourage backlit signs on buildings. The <br />Planner pointed out that Arby's had a similar proposal a while back that <br />was denied by the City. <br />Glodowski reported that he will be re- opening the Hardee's. The signs he <br />is proposing come from Hardee's and there are not other options. The <br />roof sign is proposed to be backlit and on the front of the building facing <br />Rice Street. There are currently two roof signs on the Hardee's building. <br />PAGE 177 <br />
