Hanson <br />As the Council is aware, approval of this Preliminary Plat has been held up pending <br />receipt of a Joint Powers Agreement from the City of Vadnais Heights. A draft of that <br />agreement was received on June 16th (copy attached). I feel it does a good job of <br />outlining the issues to be considered, but there are modifications which need to be made <br />before I would recommend its adoption. <br />Given that we are considering preliminary plat approval and that Mr. Pratt has complied <br />with our recommendations to date, staff would recommend approval of the Preliminary <br />Plat subject to compliance with all previous staff recommendations (City Engineer and <br />City Planner), subject to resolution of the utility issues (to be addressed in Joint Powers <br />Agreement), and subject to all other issues impacted by the Joint Powers Agreement <br />between the City of Little Canada and the City of Vadnais Heights. <br />It should also be made clear to Mr. Pratt that further work on his development may pose <br />some risks to him pending the outcome of the Joint Powers Agreement issues. <br />cc: Len Pratt <br />Steve Grittman <br />Terry Maurer <br />Page 18 <br />
