MINUTES <br />PLANNING COMMISSION <br />JUNE 9, 1999 <br />The City Planner reported that the screening is an aesthetic issue. The <br />Planner indicated that outdoor storage is not a preferred use, but the <br />Council understands that businesses need it. Therefore, screening helps <br />mitigate the concerns with outdoor storage. <br />Knudsen pointed out that it may be difficult to prove that screening plays a <br />part in how often a business is vandalized. Knudsen suggested there may <br />be certain situations where screening requirements could be waived, such <br />as areas of high crime. However, the Code requires the screening of <br />outdoor storage, and the City must enforce its Code. <br />Carson asked if Stanke had a security system. Stanke replied that there is a <br />security system on his building, but not the storage area. <br />Kraemer pointed out that Stanke is having these burglary problems now <br />when the outdoor storage is not screened. <br />Montour pointed out that the City is trying to minimize outdoor storage. If <br />there are burglary problems now prior to these areas being screened, <br />Montour suggested that property owners need to look at security measures <br />such as lighting, security systems, etc. <br />Mursko reported that she has discussed her recommendations with the <br />property owner, Mr. Kranz, and he indicated no objections. <br />The Planner pointed out that should Mr. Kranz put an addition onto his <br />building, if the addition does not affect site issues, there will be no need to <br />amend the CUP. However, if changes to the site are made, such as <br />relocation of outdoor storage areas, the CUP will need to be amended. <br />Knudsen asked what happens if the property owner does not make the <br />December 31, 1999 deadline for site improvements. Mursko replied that <br />citations will then be issued. Montour reported that it will not be possible <br />to complete paving after November. However, there are other <br />improvements that can be made up to the December 31m deadline. <br />Mr. Knudsen recommended approval of the CUP for open and outdoor <br />storage of trucks and equipment as an accessory use for Royal Excavating <br />located at 3168 Ryan Lane subject to compliance with the <br />recommendations of the Zoning Administrator as outlined in her letter <br />dated June 9, 1999. <br />Motion seconded by Kraemer. <br />Motion carried 5 — 0. <br />Page 78 <br />
