NXC <br />MEMORANDUM <br />NORTHWEST ASSOCIATED CONSULTANTS <br />COMMUNITY PLANNING - DESIGN - MARKET RESEARCH <br />TO: Little Canada Planning Commission <br />FROM: Stephen Grittman <br />DATE: May 11, 1999 <br />RE: Little Canada - Twin Lake Estates 2nd Addition <br />FILE NO: 758.09 - 99.14 <br />Swift Construction has applied for a concept approval of Twin Lake Estates 2nd Addition, <br />a five lot plat along Twin Lake Trail, and adjacent to the southwest shore of Twin Lake. <br />The proposed subdivision would create five lots, one of which would have frontage on <br />Twin Lake. The plat would also result in the development of Mitchell Trail, a short cul -de- <br />sac street which was reserved when the lots to the north of the subject property were <br />developed. Currently, access to lots north of the site utilized a private driveway over the <br />Mitchell Trail right -of -way. <br />This parcel was the subject of a subdivision a number of years ago in which two large <br />parcels were split from the original 5 acre property. The owner had indicated at that time <br />that they did not wish to further develop the property. Nonetheless, the City required that <br />a 25 foot right -of -way was dedicated for Mitchell Trail, both to provide access to the <br />parcels to the north, and for future street development in the event this land was proposed <br />for subdivision. The 50 foot wide Mitchell Trail right -of -way includes 25 feet roadway <br />easement from the and to the north, and a 25 foot wide dedication from the current and <br />in question. A standard cul -de -sac will be required, and the benefitting parcels should <br />share in the cost of improving the street. The City Engineer will provide additional <br />information regarding utility issues. <br />The shoreland overlay zoning will make additional requirements of the lot adjacent to Twin <br />Lake. That parcel is required to contain 20,000 square feet of area, with 75 foot setbacks <br />from the Ordinary High Water level. Other lots in the area of Twin Lake are required to <br />contain 15,000 square feet. The proposal indicates lots that exceed the R -1 standard, but <br />5775 WAYZATA BOULEVARD. SUITE 555 ST.
