MINUTES <br />CITY COUNCIL <br />MAY 13, 2026 <br />• Approve Temporary Liquor License for Little Canada Recreation Association July 31 — <br />August 2, 2026 <br />• Approve Designations of Authority to Make Electronic Fund Transfers <br />• Resolution 2026-5-62 to Authorize an Agency Agreement with MnDOT for Federal <br />Participation in Advance Construction for the Little Canada Road Improvement Project <br />The foregoing resolution was duly seconded by Malone. <br />Ayes (4). Nays (0). Resolution declared adopted. <br />APPROVE 2026-2027 LIQUOR, TOBACCO, GAS, AND AMUSEMENT LICENSES <br />The City Clerk explained that the Council is asked to consider the annual renewal of business licenses <br />for liquor, tobacco, and amusement. She noted that a list of licenses has been included in the packet <br />and all businesses are in the process of applying, which is why approval is recommended, subject to <br />the conditions noted in the staff report. <br />Kwapick asked and received confirmation that license fees have already been adjusted at a previous <br />meeting. <br />Miller asked if any of the establishments had had any concerns. The City Clerk replied that there have <br />not been any concerns. <br />Kwapick introduced the following resolution and moved its adoption: <br />RESOLUTIONNO. 2026-5-63 —APPROVING LIQUOR, GENERAL SALES & DISPLAY <br />TOBACCO, TOBACCO STORE, AND AMUSEMENT DEVICE LICENSES FOR JULY 11 <br />2026 - JUNE 30, 2027, AS PRESENTED, SUBJECT TO RECEIVING ALL REQUIRED <br />MA TERIALS AND FEES AND RECEIPT OF SA TISFA CTOR Y CRIMINAL <br />The foregoing resolution was duly seconded by Miller. <br />Ayes (4). Resolution declared adopted. <br />MOVE PRECINCT 2 POLLING PLACE FROM LITTLE CANADA ELEMENTARY <br />SCHOOL TO LITTLE CANADA CITY HALL FOR THE AUGUST 11, 2026, PRIMARY <br />ELECTION <br />The City Clerk stated that Ramsey County informed the city that Little Canada Elementary School is <br />not allowing elections to be held there in August, as they are running summer programming and do not <br />want to have any safety concerns. She recognized that this will confuse voters, noting that they would <br />install signs outside the elementary school and advertise the changed location in other ways. She <br />recognized that a primary election has fewer voters, which is why they believe that the polling place <br />for the primary can be combined with Precinct 3 at City Hall. She commented that the school will <br />allow the school to be used for the regular election in November. <br />2 <br />
