He commented that they should realize what the parents and teachers went <br />through for months, and perhaps do not want to put themselves in another situation like that. Mayor <br />Fischer appreciated that insight. <br />The City Clerk stated that the School District notified the County in February since the County is our <br />elections administrator, but the city was not notified until recently. <br />Mayor Fischer stated that under the guise of protecting children, school districts are impacting <br />elections, and he is speaking up to protect the voting rights of seniors in the community. <br />Malone asked what would happen if the city said no. The City Clerk stated that another polling <br />location would need to be determined. <br />Malone stated that a primary does not draw as many voters as a general election. She asked what <br />would happen if they were in this situation again in November. She stated that they close the school <br />for the general election, and perhaps they could close programming for that day of the primary <br />election. Mayor Fischer commented that the gym has a separate entrance and parking and can be <br />locked off from the remainder of the building. <br />Miller stated that if the School District had told the County in February, it is frustrating that the County <br />is just now passing this information on to the city. He recognized that this was a frustrating situation <br />but believed that they should change the location for this primary. <br />Mayor Fischer commented that he feels that they are being forced to make this change but believes <br />they could have additional discussions. He stated that if they vote no tonight and have additional <br />discussions, they will most likely be back in this same position in two weeks to change the location. <br />He recognized that it is highly unlikely that they will change the decision of the school for the primary. <br />Kwapick stated that if child programming is being used, but it is essentially daycare for working <br />parents, and it is an important service that the School District offers that. <br />Miller introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2026-5-64 — CHANGING THE POLLING PLA CE OF LITTLE <br />CANADA PRECINCT 2 FOR THE A UGUST H, 2026 STATE PRIMARYELECTION <br />FROM LITTLE CANADA ELEMENTARY SCHOOL TO LITTLE CANADA CITY HALL <br />The foregoing resolution was duly seconded by Mayor Fischer. <br />Ayes (3). Nays (1) (Kwapick). Resolution declared adopted. <br />Mayor Fischer recognized that this was a difficult decision and that there would be follow-up <br />discussions with the School District. <br />COUNCIL REPORTS AND MEETING UPDATES <br />Malone provided updates on the Northeast Youth and Family Services luncheon and fire relief <br />meeting. <br />2 <br />
