PROJECT APPROACH & TIMELINE <br /> CITY OF LITTLE CANADA | MARCH 16, 2026 <br />RFP | CLASSIFICATION AND COMPENSATION STUDY PAGE 12 <br /> <br />In instances where more job data is needed to further clarify roles or issues, MGT will <br />conduct targeted interviews as needed at the discretion of the consultant to ensure data <br />validation and clarity (project budget allows for up to 23). These brief interviews clarify <br />role responsibilities and ensure an accurate understanding of job content prior to <br />evaluation. Targeted focus groups may be conducted with incumbents to gather <br />consensus on job data or to determine new classification levels, for example. This step <br />ensures shared understanding of the work being performed and helps resolve <br />discrepancies early in the process. <br />2.2 Job Data Review <br />MGT will review the collected data and conduct job analyses to confirm each job’s duties, <br />qualifications, scope and responsibilities, level of authority, specializations, work <br />environment, and physical requirements, and to identify any proposed adjustments <br />relative to job title updates or reclassifications, consolidations, leveling, or FLSA <br />exemption status changes. MGT will discuss the job analysis findings with the City’s <br />Project Officer and document any adjustments. <br />This review will also identify opportunities to standardize titles, clarify reporting <br />relationships, and support long-term maintenance of the City’s classification system. <br />Deliverables <br />• Completed Job Analysis Questionnaires <br />• Job data review and analysis <br />TASK 3.0: MARKET DATA COLLECTION AND ANALYSIS <br />Activities <br />3.1 Establish Markets and Comparables <br />Custom Market Survey. Working with the City, MGT will determine a logical and <br />defensible survey sample of comparable agencies that influence the City’s compensation <br />market. In selecting appropriate organizations, we consider multiple factors, including <br />similar organizational structure, population served, number of employees, budget size, <br />Equalized Assessed Valuation (EAV), and geographic proximity. MGT will benchmark a <br />total of 23 jobs against 15 – 20 comparable agencies to assess competitiveness. <br />3.2 Administer Market Surveys and Conduct Benchmark Comparisons <br />Custom Market Survey. MGT will prepare a tailored market survey that either MGT or the <br />client will distribute to the identified comparable agencies. The survey will include job <br />titles and summary descriptions to ensure valid data collection, along with a request for <br />copies of job descriptions for verification. MGT will provide survey status updates and <br />conduct online research and outreach to non-responsive organizations as needed to <br />maximize participation. The City may be asked to send the survey directly or conduct <br />targeted outreach to increase response rates.
