515 Little Canada Road, Little Canada, MN 55117 -1600
(651) 484 -2177 / FAX: (651) 484 -4538
MEMORANDUM
TO: Mayor Fahey & Members of the City Council
FROM: Joel Hanson, City Administrator
DATE: November 20, 1998
RE: Permanent Part -time Parks Maintenance Position
MAYOR
Michael I. Fahey
COUNCIL
Beverly Scaize
Jim LaValle
Steve Morel=
Bob Pedersen
ADMINISTRATOR
Joel R Hanson
As you know, Derek Anderson has been working for our Parks and Recreation Department as a
program coordinator. His time in this position averages between 15 -20 hours per week. He was
hired with the understanding that he would be available during daytime hours to offset some of
the burden on the Parks and Recreation Director.
We have also been utilizing Derek as a part-time parks maintenance worker. This started this
past spring when we were finding it extremely difficult to obtain sufficient help prior to the
availability of our summer work force to keep up with park maintenance activities (April and
May). This same condition exists in September and October as well.
We discovered that in having Derek available for this parks maintenance position on
approximately a 20 hour a week basis, we were able to accomplish more work items given his
skill and availability versus that of our summer work force. He was also able to help supervise
summer workers in addition to being proficient at equipment maintenance. With the recent
illness of Greg Hoag, we felt it necessary to retain Derek until mid - January at which time Greg
should be back to full capabilities.
A problem arose when Derek informed us that he was considering taking another full -time job in
order to generate some income stability. (He would have retained the part-time parks and
recreation program coordinator job.) The Parks and Recreation Director, the Public Works
Director, and I felt this warranted a closer examination to see if there is any potential to retain
Derek given his value to the City. As a result, we are recommending that we create a permanent
part-time position for Derek Anderson that will consist of between 15 -20 hours a week of parks
and recreation activities based upon his current salary scale and work schedule in that job. The
job would also have up to 20 hours a week of parks maintenance activities under the Public
Works Department at a salary of $11.50 per hour. (This salary was set using the projected 1999
beginning salary for a Public Works Maintenance I Worker). With this recommendation, Derek
Page 108
