Neighborhood Meeting Minutes
Australian/Bluwood Avenues (west of LaBore Road)
November 17, 1998
The City of Little Canada was represented by Terry Maurer, City Engineer; Andy Brotzler,
Associate Engineer; Greg Schroeder, Public Works Director; and Joel Hanson, City
Administrator.
The meeting was convened at 6:30 p.m. The City Administrator welcomed those present and
talked about the 1999 construction cycle (see sign -up sheet attached for list of residents in
attendance). Terry Maurer was introduced as the new City Engineer. He reviewed his project
handout information (copy attached).
After Terry completed his report, the issues /questions that were discussed were as follows:
Steve Morel= asked why the estimated street section was more than an 8 "/3" section
defined in the City's assessment policy. The City Engineer stated that based on past borings,
soil conditions indicated the need for a heavier section. This will be confirmed prior to final
design.
Mark Lendway asked if the road grades will be changed as a result of this project. The City
Engineer stated that Australian Avenue will see minimal changes due to the existence of
storm sewer at both ends and due to adjoining yard slopes. He indicated that Bluwood
Avenue would have more substantial changes in grades because there is drainage only at the
east end. He noted that some yards and driveways will need to be addressed to solve
inadequate drainage patterns.
Mark Lendway stated that the road should have been cut lower when it was last constructed.
The City Engineer noted that there are some limitations in sub - cutting roadways due to the
existence of water main beneath them and the need to provide adequate cover. However, the
water main on Bluwood is not under the street surface. Therefore, that problem does not
exist. The City Engineer stated that the residents will be offered an opportunity to review the
proposed grades of the reconstructed street prior to project bidding.
A question was asked as to how wide the current street is. The City Engineer stated that the
current width is approximately 24'. The proposal is for a 28' wide street pursuant to City
policy.
Doug McKinnon asked about the impact of trees on the corner of Bluwood and Lakeshore.
The City Engineer stated that we will try to preserve trees, but the exact impact at this point
in time is unknown.
Another resident asked how much the assessment was for the Jackson/Old Co. Rd.
C /Lakeshore project. The City Administrator stated that they were approximately $42 per
lineal foot. He stated that $45 per lineal foot is a maximum figure that is being used for
Australian/Bluwood Avenues. Doug McKinnon indicated that he paid too much on
Page 48
