Neighborhood Meeting Minutes <br />East Brooks Avenue (Savage Lane to Morrison) <br />November 18, 1998 <br />The City of Little Canada was represented by Terry Maurer, City Engineer; Andy Brotzler, <br />Associate Engineer; Greg Schroeder, Public Works Director; and Joel Hanson, City <br />Administrator. <br />The City Administrator opened the meeting at 6:30 p.m. He welcomed those in attendance (see <br />sign -up sheet attached). He indicated that this is the fourth meeting we have had with this <br />neighborhood regarding the reconstruction of East Brooks Avenue. He stated that the current <br />condition of the roadway necessitates action. Terry Maurer was introduced as the new City <br />Engineer and the meeting was turned over to him. <br />Terry reviewed his report on East Brooks Avenue (copy attached). <br />Questions and issues raised after this presentation: <br />Joe Donovan reviewed assessment rates of other cities. He indicated that White Bear Lake <br />assesses $28.50 per lineal foot for a reconstructed street. Shoreview has no charge for the <br />street, but charges $1,000 for curb and gutter and assesses storm sewer. Roseville charges <br />$21 per lineal foot. Maplewood charges $44 per lineal foot. The City Administrator <br />explained the basis for our policy and acknowledged the fact that our rates tend to be on the <br />high side compared to some other communities. He pointed out that this was a policy <br />decision made by the Council to be consistent with past assessments levied on our residents <br />for earlier projects. <br />Joe Kausner asked if the existing base was adequate for a new road. He further questioned if <br />it was necessary to excavate this entire area thereby increasing the cost to them. The City <br />Engineer explained that soil borings would give us the final information we need to make <br />determination as to the specific road section. The City Engineer also stated that excavation <br />is necessary in order to have the road accommodate the installation of curb and gutter. The <br />road section needs to be lowered in order that the adequate base can be installed and still <br />match in with adjoining yard grades. <br />A question was asked about the need for curb and gutter and if the residents could ask the <br />Council to not install it. The City Engineer explained that it was an option, but pointed out <br />that it would then constitute a rural street. He indicated that the City's assessment policy <br />would require the residents to pay 100% of the project costs when a rural section is installed <br />versus that used on an urban section roadway where the City participates more heavily. He <br />felt the end result would be the rural section road could cost them more than the urban <br />section street we are proposing. <br />Joe Kausner indicated that the current storm sewer along Morrison works fine and he <br />questioned the need for any additional catch basins.
